Yes, that cover illustration does indeed look like the France of today--indistinguishable from North Africa. Tintin looks like he's trying to get out of there as quickly as possible, but where can he possibly go to escape from mongrelization?

Tintin in the Congo came close to it, but a Belgian court decided it was paternalistic, and thus okay.
